On Report From The Scottish Catholic International Aid Fund On Mass Rape And Sexual Assault In The Democratic Republic of The Congo

"This well documented, timely report, providing first-hand, graphic and traumatic accounts by victims of rape and other sexual violence in the Democratic Republic of the Congo, adds to the volumes of evidence of the use of rape as a weapon to terrorize and brutalize women and girls and their families by armed groups, including militias, government soldiers, and even United Nations peacekeeping troops.  The solution, ultimately, is an end to the armed conflict in eastern Congo, but that goal remains elusive, and in the meantime we need to do what we can to help prevent these crimes, assist the victims, and punish the perpetrators.

"I have supported additional funds for these purposes in the past, and again for 2010.  It is never enough, because we have limited resources and there are many competing needs in poor countries around the world.  But I commend the Scotland Aid Agency for this report, the work that Vermonters and people around the world are doing, and particularly the Congolese women who have spoken publicly of their own horrifying experiences, to inform the Congress and the world of these atrocities."
