Special Education Programs

Special education and early intervention are essential in helping children with disabilities develop and succeed. Senator Leahy has always strongly supported the Individuals with Disabilities Act (IDEA) and its commitment to ensuring that children with disabilities have access to an appropriate public education.

While the federal government increased the amount of special education costs it funds, the current amount is still far less than the 40 percent allowed under IDEA.  Senator Leahy was an original cosponsor of the IDEA Full Funding Act, which would appropriate funds for the program through Fiscal Year 2024. 

Senator Leahy was a proud cosponsor of the Achieving a Better Life Experience (ABLE) Act, which was signed into law on December 19, 2014. The ABLE Act established tax-exempt ABLE accounts to allow individuals with disabilities to build an account to pay for qualified disability expenses, including the cost of education.
